This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby the United States Attorney General to issue new regulations relating to the safe disposal of pharmaceutical controlled substances.
Body
Whereas, The presence of unused prescription drugs in American households is contributing to growing rates of prescription drug abuse, particularly among teenagers; and
Whereas, Disposing of unused prescription drugs by flushing them down the toilet raises environmental concerns as research results have found trace pharmaceuticals in surface, ground and drinking water; and
Whereas, Most water treatment facilities are not required to test for pharmaceuticals or filter drug residue out of water; and
Whereas, Most local and state drug take-back programs do not accept controlled substances from consumers because the Drug Enforcement Administration specifies that only law enforcement officials can receive unused controlled substances from consumers; and
Whereas, The federal Secure and Responsible Drug Disposal Act of 2010, Public Law 111-273, amended the Controlled Substances Act to provide for take-back disposal of controlled substances in certain instances; and
Whereas, The Secure and Responsible Drug Disposal Act of 2010 gives United States Attorney General rulemaking authority for issuing new regulations to allow for safe disposal of unused pharmaceutical controlled substances; and
Whereas, The goal of the Act is to encourage the Attorney General to allow public and private entities to develop a variety of methods for safe collection and disposal pharmaceutical controlled substances; and
