Analysis
This resolution authorizes the Commissioner of Public Works to enter into a Local Force Account contract with the Wisconsin Department of Transportation for the design of traffic signals, traffic signs and street lighting improvements in conjunction with the reconstruction of the Zoo Interchange in 2012; with the total cost being $48,988.91 of which 100% is grantor funded.
Body
Whereas, The Wisconsin Department of Transportation (WisDOT) will be starting preliminary work in advance of reconstruction of the Zoo Interchange in 2012; and
Whereas, Preliminary construction activity on the Zoo Interchange will create new temporary freeway off-ramps and change local intersection geometrics; and
Whereas, The City of Milwaukee has executed a Master Contract 0696-20-13 on March 15, 2011 with the WisDOT for engineering design services on Connecting Highway projects; and
Whereas, The WisDOT has authorized the City of Milwaukee to do preliminary design work needed to prepare a Local Force Account (LFA) contract against the Connecting Highway Master Contract in advance of the execution of a Memorandum of Understanding and/or State Municipal Agreement for the reconstruction of the Zoo Interchange to provide reimbursement of actual costs for necessary services and items provided by the City for local street traffic signal, traffic sign and street lighting improvements in conjunction with the Zoo Interchange construction; and
Whereas, The total estimated cost of engineering associated with local street traffic signal, traffic sign, and street lighting improvements in 2012 is $48,988.81; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a work order under the Connecting Highway Master Contract to provide funding for preliminary engineering for traffic signal, traffic sign, and street lighting improvements in conjunction with the preliminary work in 2012 associated with reconstruction of the Zoo Interchange, copies of which are attached to Common Council Resolution File Number 111184 and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure) and transfer to these accounts the amount required under City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
