Analysis
The Housing Authority of the City of Milwaukee (HACM) currently operates a low income housing development known as Lapham Park on the block bounded by West Land Place, West Reservoir Avenue, North 6th Street and North 7th Street. This high-rise development will undergo a renovation paid for with tax credits that an investor has purchased which will give them a majority ownership interest with HACM having a minority ownership interest. With the site no longer under the sole ownership of the HACM, the City needs an easement to allow the underground conduit, manholes and cabling to remain in place and continue to serve the communication needs of the site.

Whereas, The Housing Authority of the City of Milwaukee (HACM) owns a low income housing development on the block bounded by West Land Place, West Reservoir Avenue, North 6th Street and North 7th Street and is linked to the City’s data and telephone system; and

Whereas, An investor proposes to undertake certain renovations to this site with tax credits, giving the investor a majority ownership interest with HACM having a minority ownership interest; and

Whereas, The site still needs to be linked into the City’s data and telephone systems; and

Whereas, With the change in ownership interest, the City’s underground conduit, manholes and cabling will be permitted to remain in place with the execution of the easement documents; and
