Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to execute five Local Force Account agreements with the Wisconsin Department of Transportation for the installation of traffic signal improvements using City forces at various intersections citywide under five Highway Safety Improvement Program projects in various Aldermanic Districts at a total estimated cost of $1,843,301.51, with an estimated grantor share of $1,658,971.36, and an estimated City share of $184,330.15. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total cost of all five projects is $3,299,600.00, with a grantor share of $2,969,640.00, and a City share of $329,960.00.

Whereas, Five Project Agreements for the installation of traffic signal improvements under the 2012 Highway Safety Improvement Program (HSIP) were approved by the Common Council under File Numbers 100680 and 101100; and
Whereas, The five proposed projects include the installation of twelve inch signal indications to replace existing eight inch signal indications at 65 intersections and the installation of pedestrian countdown timers at 365 intersections Citywide as shown in the attached maps; and
Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and
Whereas, The total estimated cost of the five projects is $1,843,301.51 for traffic control signal improvements; and
