Whereas, A Project Agreement for the installation of new traffic control signal at the intersection of West Lapham Boulevard and South 13th Street under the 2012 Highway Safety Improvement Program (HSIP) was approved by the Common Council under File Number 100829; and
Whereas, The traffic volumes at the intersection of West Lapham Boulevard and South 13th Street meet Federal warrants for the installation of a traffic control signal at the intersection based on criteria set forth in the Manual on Uniform Traffic Control Devices (MUTCD); and
Whereas, The installation of a warranted traffic control signal under the HSIP is intended to reduce the number of vehicle and pedestrian crashes at the intersection by providing a more orderly exchange of right-of-way over the existing two-way stop control; and
