Analysis
This resolution directs the Commissioner of Public Works to execute a document titled “State/Municipal Agreement for a Locally Let Bicycle and Pedestrian Facilities Program Project” with the Wisconsin Department of Transportation (WISDOT) for the programming of a project known as City of Milwaukee Pedestrian Plan with total project costs of $169,568 with a Grantor share of $135,654 and a City share of $33,914.
Body
Whereas, The City of Milwaukee has actively promoted the expansion of pedestrian facilities; and

Whereas, Bicycle and Pedestrian Facilities Program (BPFP) Funds will fund the federal portion of the project; and

Whereas, The Common Council adopted Resolution No. 100318 on July 27, 2010 authorizing the City Engineer to apply for this grant, and

Whereas, The Wisconsin Department of Transportation (WISDOT) has submitted a Project Agreement to be executed by the City of Milwaukee for the programming of the project; and

Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works (DPW) approval; and

Whereas, The DPW shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project overruns and/or changes in scope approved by DPW; and

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by DPW; and
