A substitute ordinance to further amend the 2012 offices and positions in the City Service.

This substitute ordinance changes positions in the following departments:
City Attorney, City Treasurer, Comptroller, Fire Department, Health Department, Library, Police Department, Port of Milwaukee, Department of Public Works and Unified Call Center
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 110441 relative to offices and positions in the City Service is hereby amended as follows:
Under “Fire Department, Operations Bureau Decision Unit, Firefighting Service”, add one position of “Fire Captain”, add two positions of “Fire Lieutenant” and add three positions of “Heavy Equipment Operator”.
Under “Health Department”, delete footnote “(I), amend footnote “(J)” to read as follows: “To expire 12/31/12 unless the Maternal and Child Health Grant is extended”; amend footnote “(Z)” to read as follows: “To expire 12/31/12 unless the Childhood Lead Detection Grant is extended”; amend footnote “(DD)” to read as follows: “To expire 12/31/12 unless the Immunization Action Plan Grant is extended”; amend footnote “(HH)” to read as follows: “To expire 12/31/12 unless the Hepatitis B Immunization Grant is extended. A portion of the Health Interpreter Aide may be funded by other sources”; amend footnote “(F)” to read as follows: “To expire 12/31/12 unless the Sexually Transmitted Diseases Grant, available from the State of Wisconsin Department of Health Services, is extended” and amend footnote “(HHH)” to read as follows: “To expire 12/31/12 unless the Medical Assistance (MA) Outreach ForwardHealth Grant from the State of Wisconsin Department of Health Services is extended. Partially funds one position of Public Health Educator II.”
Under “Health Department”, delete footnote designation “(M)” and add footnote designation “(AA)” after the title of “Public Health Research & Policy Director (X)(Y)(K)(M)” and add footnote “(AA)” to read as follows: “To expire 12/31/13 unless the Around the Corner to Better Health Grant is extended. Partially funds one position of Public Health Research & Policy Director.”
Under “Disease Control and Environmental Health Services Division” delete the sections “Immunization Action Plan Grant (DD)” and “Immunization Action Grant - ARRA Supplemental (YY)” and add section “Immunization Action Plan” with three positions of “Public Health Nurse (X)(G)(DD)(CC)(FF)(P” and one position of “Program Assistant I (DD)”, and add footnote “(CC)” to read as follows: “To expire 12/31/13 unless the Utilizing Peer Teen Advocates to Increase HPV Vaccination Rates in Adolescents Grant is extended. Partially funds one position of Public Health Nurse under the Immunization Action Plan.”
Under “Disease Control and Environmental Health Services Division” delete the section “Urban Areas Security Initiative Program Grant (FFF)”.
Under “Disease Control and Environmental Health Services Division, Lead-Based Paint Hazard Control Grant and Healthy Homes Grants (HUD)”, delete one position of "Lead Grant Monitor (X)(Y)(PP)(SS)(UU)" and add one position of "Lead Grant Manager (X)(Y)(PP)(SS)(UU)".
Under “Disease Control and Environmental Health Services Division, Bioterrorism-CDC Public Health Preparedness Grant (A)”, add the footnote designation “(FFF)” after the title of “Public Health Emergency Response Planning Coordinator”; amend footnote “(FFF)” to read as follows: “To expire 12/31/12 unless the Urban Areas Security Initiative Program grant available from the U.S. Department of Homeland Security is extended.”; and add one position of “Emergency Preparedness Coordinator-Workforce Development (X)(A)(P)”.
Under “Information Technology”, add the footnote designation “(A)” after the title of “Network Analyst Assistant I (X)”.
Under “Family and Community Health Services”, delete the section “Preventive Health Grant (I)”.
Under “Family and Community Health Services, Women’s, Infant’s and Children’s Nutrition Program Grant (C)”, add one position of “Nutritionist Coordinator (X)(C)” and amend footnote “( C)” to read as follows: “To expire 12/31/12 unless the Women’s, Infant’s and Children’s Grant, available from the Wisconsin Department of Health Services, is extended. Partially funds one position of Nutritionist Coordinator.”
Under “Library, Neighborhood Library Services Decision Unit, Neighborhood Library Services Pool”, add one position of “Library Reference Assistant”.
Under “Police Department, Operations Decision Unit”, amend footnote “(F)” to read as follows: “Truancy Abatement Grant: Six positions to expire 6/30/2012 unless grant funding from the Milwaukee Public Schools continues.”
Under “Port of Milwaukee, General Office”, add one position of “International Trade Director (Y)”.
Under "Department of Public Works-Operations Division, Forestry Section, Field Operations", delete one position of "Technical Services Supervisor" and add one position of "Urban Forestry Technical Services Manager".
Part 2. Section 1 of ordinance File Number 110441 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2012- December 25, 2011):
Under "Health Department, Disease Control and Environmental Health Services Division, Bioterrorism Grant CRI/Pandemic Flu (P)", delete one position of “Public Health Pandemic Planning Coordinator (A)(P)(X)” and add one position of “Emergency Preparedness Coordinator - Workforce Development (A) (P) (X)”.
Under "Unified Call Center", delete one position of “Communications Services Manager” and one position of “Communications Specialist” and add one position of “Call Center Manager” and one position of “Call Center Supervisor”.
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2012 (December 25, 2011).
Part 5. The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 6. This ordinance will take effect and be in force from and after its passage and publication.
