Title
Substitute resolution authorizing the Department of Administration - Office of Environmental Sustainability and the Department of Public Works to apply for, accept and expend a grant from the Wisconsin Coastal Management Program relating to use of environmentally-friendly, “green” practices when reconstructing streets.
Analysis
This resolution authorizes the Department of Administration - Office of Environmental Sustainability and the Department of Public Works to apply for, accept and expend a $100,000 grant from the Wisconsin Coastal Management Program in response to a Flooding Study Task Force recommendation. The grant proposes to engage an independent engineering consultant to evaluate the City’s pilot “green” street reconstruction projects, and to develop policies for the use of “green” street building practices in City street maintenance and reconstruction projects.
The total grant project budget will be $250,000, with $100,000 provided by the grantor, and a 60% match ($150,000) provided by the City. The Office of Environmental Sustainability proposes to designate $150,000 from the 2011 Sewer Maintenance Fund’s Stormwater Best Management Practices capital account - a “green” program already funded by the City - to meet the required match, so no new funds will be expended by the City in conjunction with this grant.
The proposed $100,000 budget for this project funded by the grantor is as follows:
Activity Amount
Personnel (OES & DPW staff) $ 10,900
Fringe Benefits (OES & DPW staff) 6,636
Supplies 126
Contractual (External Consultant) 80,000
Indirect Charges 2,338
Total $100,000
