Substitute resolution authorizing the Commissioner of Public Works to prepare a Request For Quote with the purpose to receive proposals from consultants who can design a hanging conduit system for each of the six bridges that are being reconstructed as part of the Marquette Interchange Project in the 4th, 6th, and 15th Aldermanic Districts.
Analysis
As part of the Marquette Interchange Project, six bridges over IH-43 are proposed to be reconstructed. These bridges are located at West Walnut Street, West Winnebago Street, West Highland Avenue, West State Street, West Wells Street, and West Wisconsin Avenue. The City presently uses these bridges to support City conduit over IH-43, thus providing vital City communication links in this area. Before these bridges can be removed and reconstructed, the City's cabling system will be re-routed until the bridges can be reconstructed and a new hanging conduit system installed. The hanging conduit system will be installed by the bridge contractor; however, the City is responsible for providing the design. The City has no real experience in this type of design; therefore, it is desirable to hire a qualified consultant to undertake the design. By authorizing the Commissioner of Public Works to prepare a Request For Quote, qualified consultants will present their experience and qualifications to undertake this design. Provided that a qualified consultant can be chosen from the Request For Quote, this resolution also authorizes the Commissioner of Public Works to enter into a contract with the qualified consultant to undertake this work. This work is necessary due to the Marquette Interchange Project, and as such, the State's share of cost of this work will be 90% and the City's share will be 10%.
