TITL:
Substitute resolution relating to expenditure of 1998 funding for city participation in the Joint Certification Program.
 
 
ANLS:
This resolution requires that $55,000 appropriated in the 1998 city budget for funding the city's participation in the Joint Certification Program not be released until there is assurance that such funds will be expended in accordance with the Joint Certification Agreement.
 
 
BODY:
Whereas, Since the mid-1980's the city has participated in the Joint Certification Program with Milwaukee County, Milwaukee Metropolitan Sewerage District, and the Milwaukee Public Schools who joined the program more recently ; and
 
Whereas, On September 25, 1997, the Joint Management Council of the Joint Certification Program agreed to reduce the required contribution by all four parties to $25,000 for 1998; and
 
Whereas, The 1998 city budget has appropriated an additional $55,000 to fund the city's participation in the Joint Certification Program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that such funding shall not be released until there is assurance that such funds will be expended in accordance with the Joint Certification inter-agency agreement.
