Title

Resolution effectuating a provision of the 2005 adopted city budget relating to a $50,000 Fire Department Study of Sworn Staff Special Purpose Account.

 

Analysis

This resolution effectuates a provision of the 2005 city budget to create and fund a $50,000 Fire Department Study of Sworn Staff Special Purpose Account to study the sworn positions within the Milwaukee Fire Department, and to footnote the account to require Common Council approval prior to any release of funds.

 

Body

Whereas, The 2005 adopted city budget authorizes and funds 1,154 total positions in the Milwaukee Fire Department, including 1,100 sworn positions of various position titles as authorized in the Positions Ordinance; and

 

Whereas, The Common Council wishes to determine whether the fire department organizational structure comprises the most effective and efficient combination of sworn personnel by rank; and

 

Whereas, By amendment and footnote to the 2005 adopted City budget, the Common Council wishes to fund a study of sworn personnel in the Milwaukee Fire Department to focus on personnel issues including:

 

(a)                     total amount of personnel

(b)                     their location via the network of engine and ladder companies

(c)                     the associated facilities that are required to meet the MFD mission and elected officials' service level expectations

Whereas, The implementation of this footnote will permit release of funds from the special purpose account upon Common Council approval; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that release of funds from the special purpose account is contingent upon approval by the Common Council.
