Analysis

This ordinance changes the vacation benefits given to public officials appointed pursuant to s. 62.51, Wis. Stats. These changes parallel those given to certain represented employes in recently-completed labor agreements. Effective pay period one, 2001, the amount of time an official must be in city service before becoming eligible for additional vacation benefits will decrease as follows:

A. After 9 years of service, officials will earn 6.8 vacation hours per pay period or 22 days per year (currently 11 years).

B. After 16 years of service, officials will earn 8.4 vacation hours per pay period or 27 days per year (currently 17 years).

In addition, effective pay period one, 2002, after 14 years of service, officials will earn 8.4 vacation hours per pay period.

Also, after 21 years of service, officials will earn 9.3 vacation hours per pay period or 30 days per year (no current equivalent). Beginning pay period one, 2002, these same officials will receive 9.9 hours vacation hours per pay period or 32 days per year.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 350-40-3-a-2 of the code is repealed and recreated to read:

350-40. Vacations.

3. TIME EARNED FOR ANNUAL VACATION PERIOD.

a-2. Public officials appointed pursuant to s. 62.51, Wis. Stats., shall earn vacation time for a fiscal year on a pay period basis in the following manner:

a-2-a. 5.3 hours per pay period for officials who have completed less than 11 years of service. Effective pay period one, 2001, officials who have completed less than 9 years of active service shall earn 5.3 hours per pay period.
