Individuals also present: Ald. Moore said that there is no police report for over a year because the location has been closed for rodent issues, which resulted in a lot of violations. She added that she held a neighborhood meeting where neighbors expressed safety concerns around the pocket park like a drug dealing ring and that she wants both DNS and MHD to give the OK first. Ms. Lopez said that MHD has no issues and that they will be collaborating with the applicant to reopen the deli area. Kurt Surdyk - DNS - said that on June 2025 an order was issued to vacate the building and that it was abated on June 2026. He added that as yesterday, there are some minor violations still. Ald. Moore asked the applicant if he owns the building. The applicant said that he leases the store space. Individuals in opposition: Mauricio Rodriguez – 527 N 29th St – said that he has lived there for 4 years now and that there was a lot of violence, drug deals and even shootings, customers parked double line, with a lot of garbage and loitering around the store. He added that since the store has been closed, it has been quieter and that he has no proof but that the people loitering around the store, are the same who sell drugs. Ald. Moore said that business owners should be responsible of having protocols in place, even more if they do not live nearby. She added that she does not tolerate business owners who do not respect the neighborhood and that this applicant must do certain things to be responsible like hooking up the surveillance system to MPD to monitor the activity outside and to have a cleanup schedule in place. Ald. Jackson asked the applicant if he is amenable to amend the application. The applicant agreed and said that he would like that the plan reflects 4 cleanups/day and to participate in the MPD – FUSUS System. Ald. Jackson moved to amend the plan of operations to include 4 cleanups/day and to participate in the MPD Fusus System. There were no objections. Ald. Burgelis said that he is hesitant to support a business like this that show no commitment to the neighborhood they serve. Ald. Jackson moved approval as amended with a warning letter. (Expires 7/29/2026) The applicant was present and represented by Atty. Wood, Ms. Kagi (GM) and Robert James. The police report was read. The applicant said that they have had zero tolerance for drug use, prostitution, human trafficking and any other illegal activity; that the managers are required to take human trafficking classes once a year and also as part of the employees’ orientation. He added that they have an open door policy with MPD, that the cameras were working when they came in but the staff did not have the proper access at that moment. Ms. Kagi said that for item 114, they CCAP every single individual, that the guest was a regular who said that he worked at a local factory and that the report did not show that he was involved in such activity. She added that no woman was seen in the room when he ordered room service or cleaning services. Atty. Wood said that this individual has been placed on the Do Not Rent list. She added that they recognize the number of calls, that they are all serious, but that 75% of the calls were baseless or found baseless and that calls made by the staff like items 114 and 109 where the occupants had Narcan with them, but that there is Narcan at the front desk and the staff knows how to use it. Individuals also present: Ald. Burgelis asked if all the cameras are working because the longer version of the report says that the cameras were not working. The applicant said that his surveillance system is an analog one and that they are working on replacing it within 60 days. Ald. Burgelis said that he does not feel comfortable with this business operation until the cameras work. Ald. Spiker asked the applicant if they are willing to put hours on file for the security guard in place. The applicant agreed. Atty. Wood said that the current hours for security are from 7pm to 4am everyday and that there is only one item on the police report that says that one camera was not working. Ald. Jackson moved to amend the plan of operations to reflect that the security on site is from 7pm to 4am everyday. There were no objections. Ald. Spiker recognized the work of the agent since he purchased the business and that it has been years that they have not seen situations like item 114 and noted that it is a great concern for him. The applicant said that they will install the human trafficking signs in the hotel per Ald. Spiker’s request. There were no neighbors present to testify. Ald. Spiker said that the applicant is not using MPD services and that he has no objections renewing the license with a warning letter. Ald. Burgelis asked what the applicant is doing to protect victims of human trafficking since they do not have signs posted on bathroom which is a basic thing to do. The applicant said that they have a policy that no one under 18 years old can be at the hotel without a parent or guardian, that they take ids of every adult staying in the room and keep a record for themselves and MPD. He added that housekeeping services are keeping an eye in the rooms as well. Ms. Kagi said that they also google the telephone numbers. Ald. Bobot said that it is noted that the applicant always calls the police, that he has 3 surveillance cameras outside, 10 inside and all accessible to employees and MPD. He added that his client will add 2 or 3 more outside. He also said that looking at the incidents on the police report, they started to happen after 5pm, that his client is going to hire Citywide Security to be a the store from 5pm to 9pm everyday, that there are two “no loitering” signs and that his client is willing to not to sell alcoholic products between 8AM-9AM (when children go to school and stop by) to address the neighborhood association’s concerns. He also said that he will be working on getting restraining orders for loiters or people who do not listen to his client or MPD. Individuals also present: Ald. Stamper asked what is the solution for the loitering, smoking and drinking on the corner in front of the business. Atty. Bobot said that the solutions is having security starting at 5pm and working on filing restraining orders which are very effective. Atty. He added that his client is willing to cooperate with MPD and the community. Individuals in opposition: Pastor Mary Kannass - Pastor at the Hephatha Lutheran Church for 34 years - said that children identify the issues with this store as drugs, drinking and men outside all day long. She added that it has been the constant experience as the closest neighbor to the store. She also said that she submitted a letter from the congregants who are also neighbors like Ruby. She explained that they have met about six times with the applicant, Safe and Sound, neighbors and the Community Liaison over the last 12 months; and that they are very frustrated for not being able to get any traction on any of the circumstances around the store. She said that they offered support and that this has been a problem for 20 years and growing. She asked not to renew the liquor license. Ruby Johnson Harden – 2878 N 18th St – said that she lives two blocks away, that the store is not changing and does not matter who is managing it. She added that there are people standing out daily, with lots of garbage, drugs, that there is a circus daily while children go back and forth to school. She added that the store should have fresh produce instead of alcohol that has deteriorated the neighborhood. Christal West – (Chair of Housing of Economic and Development of Amani United and Lindsey Heights) - said that she has photos and videos of drug dealer’s transactions and other unacceptable situations around the store. That they made “no loitering” sings and were distributed among the neighbors on behalf of Magic Foods and that she has a recording of “she” saying that they were accepting food stamps for bribes or cash payments out of that store. She said that she has not seen any of the people in support out there cleaning the neighborhood, that her organization does the cleanups. She also said that this application must be denied because there are other 7 liquor licenses within the community and that these businesses do not care about the quality of life of the neighbors around. She also said that they have held 12 meetings with Mr. Singh and that he has not needed an interpreter, not once. Ms. West said that she owns 4 properties in the area as well. LaVonica Love – 2852 N 18th St - said that she respects the applicant inside his store but what happens around the store with people drinking outside is bad, that is not safe for the kids to walk to school and that it must stop. She added that she does not want the alcohol part even if she needs to go somewhere else now. Ald. Brower asked what she thinks about the changes that the applicant proposed to make. Ms. Love said that the applicant has had a security guard who is armed but is just sitting in his car (pointed out one male and one female on the supporters group), while saying that they say they are security and stand in front of the store. She added that she has not seen the security wearing uniform or badges. Joyce Ellwanger – 1637 N 16th St – said that she has been a neighbor for 59 years and that 30 years ago, Ald. McGee sold liquor licenses to neighborhood food stores for money, goods and other favors, that he was convicted for this crime and sent to prison. She said that the community was never granted any return to normal function of those food stores that received licenses unlawfully and that in her opinion, they remain unlawful today. She added that many of these licenses continue to proof that there are disruptive to the neighborhood since and that it is time for the City to address it. Tony Harris – 4422 W Leon Tr – said that he is a community advocate and cares for the community that he works in. He added that he has been dealing with Mr. Singh for the last year and half as Liaison Officer for MPD District 5 and the Amani Center on not selling alcohol from 8am to 9am while children go to school and, that he is trying to make him do the same from 2pm to 3:30pm when children leave school. He explained that he does pop-ups outside the store whenever he sees a fit with food and housing resources and teaching people more correctness and being productive. He added that he would like to see the liquor license to be revoked. Individuals in support: Barbara Jackson - 2846 N 16th – said that she has lived there for 37 years, that she has seen people come and go, that she supports the church, that it is her congregation too but that the problem is not the store but the loitering but that it has gotten better. Shaniqua Davis – 1326 W Burleigh St - said that there are seven liquor stores around and that the loitering problem could come from the other stores as well. She added that the applicant calls the police. Nevada Danell – 2866 N 20th St - said that she has lived there for 27 years and that she has no problem going there or sending her own children and grandchildren there every single day. She added that they, as community, help Tony asking people to move out or picking up garbage. She also said that the applicant always call the police and that the store is not harming the community. Mr. Anthony Alison –2821 N 16th St – said that he lives on the same block and works for the store as a cook and that the problem is not the store but the people who hang out around. He added that they ask people to move on, that most listen and move but a number houses down. He also said that the business is getting to be known for what they cook. Christina Perez – 2821 N 16th St – said that she works at the kitchen along with her husband and that they cleanup outside at 8am everyday and start to cook at 10am. She added that loiterers do not listen sometimes and that is when they call the police. Kianna Jackson – 3034 N 21st St - said that she is a neighbor and also cleans up around and act as a security somedays. She added that the store has nothing to do with the people outside. Ald. Stamper said that not everybody supports the renewal and that he recommends security from 3pm to 9pm everyday, not to sell alcohol from 8am to 9am and from 2pm to 2:30 pm, and that there must be some accountability for the loitering. He added that he wants a warning letter for the food license and a 30 (thirty) day suspension of the liquor licenses to make observations of what happens with and without liquor there. Ald.
