Analysis
This resolution will authorize the sale of two vacant, tax-deed lots for construction of a social service facility pursuant to Section 304-49-17, Milwaukee Code of Ordinances.
Body
Whereas, Intercession, Inc., an organization that provides services to single mothers, has submitted an unsolicited Offer to Purchase the vacant, tax-deed lots at 3276 and 3280 North 7th Street in the amount of $2,800; and

Whereas, Intercession, Inc., owns the adjoining vacant lot at 3284-86 North 7th Street and proposes to assemble it with the City lots for construction of a facility to provide housing for its clients as well as administrative services for this building and the adjoining group home it operates at 3288 North 7th Street; and

Whereas, Section 304-49-17 of the Milwaukee Code of Ordinances allows the City to accept unsolicited offers to purchase when the City receives fair compensation, whether monetary or non-monetary; and

Whereas, Sale of the City lots will allow Intercession, Inc., to continue its service to area residents and fulfill its mission and will provide the City with fair compensation; and

Whereas, Prior conveyance of the City lots may have contained deed restrictions prohibiting construction or lot division without the prior approval of the Common Council of the City of Milwaukee that need to be released to enable construction to proceed; and

Whereas, The Department of City Development (“DCD”) recommends acceptance of the Offer with closing contingent upon approval of final site and building plans by its Development Center and submission of a firm financial commitment to complete con...
