Analysis
This ordinance provides that a person whose permanent residence is in another state but who temporarily resides in the city may be issued the following types of parking permits if the person possesses and provides proof of a valid driver’s license from the state of permanent residence and currently-valid motor vehicle registration in the state of permanent residence, as well as proof of temporary residency in the city:
1. Residential daytime parking privilege permit for a nonconforming residential use.
2. Residential daytime parking privilege permit for a commuter parking impacted area.
3. Resident-only parking permit for a resident-only parking zone within the University of Wisconsin-Milwaukee commuter parking impacted area.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 81-86 of the code is repealed and recreated to read:
81-86. Parking Permit: On-Street Daytime Residential. The fee for each annual on-street, daytime residential parking permit shall be $15, except that the fee for each annual on-street, daytime residential parking permit issued to an applicant who qualifies for a permit under s. 101-27.5-3.5 shall be $95.

Part 2. Section 81-87 of the code is amended to read:
81-87. Parking Permit: On-Street Commuter Parking, Impacted Areas. There shall be no fees charged for on-street commuter parking permits for impacted areas issued on an annual basis >>, except that the fee for each annual on-street commuter parking permit issued to an applicant who qualifies for a permit under s. 101-27.7-8-b-2 shall be $95<< .
