Analysis
This substitute resolution transfers $30,000 in funds from the Capital Improvements-Advance Planning accounts into a subaccount for use in supporting public engagement for zoning analysis.
Body
Whereas, The Department of City Development (“DCD”) Planning Division carries out ongoing land use, urban design, zoning analysis, and citywide comprehensive planning; and
Whereas, Funds are necessary to provide for public engagement and technical assistance from partners as the need arises; and
Whereas, On February 27, 2024, the Common Council adopted File No. 220403 directing DCD to update the Housing Element and to propose updates to the portions of the City’s Zoning Code that regulate housing development; and
Whereas, On July 15, 2025, the Common Council adopted File No. 240402, approving the Housing Element of the Citywide Comprehensive Plan, including the recommendations to draft updates to the Zoning Code, and DCD has identified ways in which additional funding may support public engagement and technical assistance, as the Zoning Code update process progresses; now, therefore, be it
Resolved, That the City Comptroller is directed to transfer the amount of $30,000 from the 2026 Capital Improvements-Advance Planning Fund, Account No. 1910-UR01226000A, to be allocated to the Housing Zoning Code Update Subaccount No. 1910-UR01280161; and, be it
Further Resolved, That DCD is authorized to enter into such contracts and agreements as necessary to accomplish the intent and purpose of this resolution.
