Analysis
This resolution expresses profound sorrow and sympathy for the victims and families of the September 11, 2001 terrorist activities, supports the pursuit of stringent, long-term measures, which will bring the terrorists to justice, and urges the City's U.S. Congressional delegation, while in pursuit of such measures to bring terrorists to justice, to preserve civil liberties and address the needs of victimized people so that the threat of terrorism at home and abroad will be diminished.

Whereas, The terrorist attacks on September 11, 2001 have impacted the lives of many and touched the hearts and consciousness of all; and
Whereas, At one of the darkest hours in this nation's history, the heroic and generous actions of Americans have stood as a testament to the nation's resolve, resiliency and reverence; and
Whereas, The cowardly and desperate acts against America have strengthened the nation's unity and have left unshaken the bedrock of rights and basic civil liberties upon which this nation is founded; and
Whereas, In the aftermath of the tragic events, a determined nation mourns its loss and resolves to pursue all measures, which will bring the terrorists to justice and diminish the threat of terrorism at home and abroad; and
