Title
Resolution relating to the proposed City of Milwaukee Prohibited Foreign Products Policy.
Analysis
This resolution establishes a Prohibited Foreign Products Policy for the City of Milwaukee. This policy aims to mitigate potential risks associated with the use of information and communications technology and services (ICTS) that may pose threats to information security, national security, or intellectual property and aligns with the United States Commerce Department ICTS Interim Rule.

Whereas, Mobile devices are being used in almost all City departments to increase performance in the field and extend communications beyond the office; and
Whereas, information and communications technology and services (ICTS) produced by certain foreign companies may serve as conduits for government espionage and other nefarious activities; and
Whereas, the federal government has identified prohibited products through the FCC “Covered List” and as defined by Department of Defense NDAA Section 889, as well as countries considered foreign adversaries under the Commerce Department ITCS Interim Rule; and
Whereas, The City Information Management Committee is responsible for policy and management of the City’s information resources; and
Whereas, On September 7, 2023, the City Information Management Committee approved the creation of the City’s Prohibited Foreign Products Policy; and
Whereas, Through this policy, the City will be in alignment with federal procurement bans intended to build stronger defense against foreign technology threats; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that a Prohibited Foreign Products Policy, a copy of which is attached to this file, is adopted as City policy.
