Resolution authorizing and directing a transfer of funds from the Department of City Development's Advance Planning Fund for the creation of a Redevelopment Plan for the Menomonee Valley East End. (DCD)
Analysis
This resolution transfers $25,000 from the 2002 Advance Planning Fund and $25,000 from the 2003 Advance Planning Fund to a subaccount for the preparation of a Redevelopment Plan comprised of a Renewal Plan, Master Plan and Development Code for the Menomonee Valley East End. This project covers the same areas as previously adopted redevelopment areas "K" and "E." It lies within the area of the Market Study, Engineering, and Land Use Plan for the Menomonee Valley, adopted in 1998, and the area of a future neighborhood plan, which is expected to begin in 2003. The Department of City Development will partner with the Menomonee Valley Partners and the Milwaukee Economic Development Corporation to accomplish this project.

Whereas, The Department of City Development ("DCD") prepares analyses of and land use policies for residential, commercial and industrial development; and

Whereas, DCD is responsible for initiating the redevelopment of blighted areas; and

Whereas, Redevelopment areas "E" and "K" comprise most of the land bounded on the west by I-94, on the north by the Menomonee River and on the east and south by the South Menomonee Canal; and

Whereas, The City of Milwaukee adopted a plan for area "E" in 1983 and a boundary for area "K" in 2002; and

Whereas, This area was identified as Priority Area D in the Market Study, Engineering, and Land Use Plan for the Menomonee Valley; and

Whereas, These areas need an updated Redevelopment Plan to guide new economic opportunities and take advantage of connections provided by the 6th Street bridges between the Menomonee Valley, Downtown and Walker's Point; and
