Title
Substitute resolution authorizing the Department of Employee Relations to hire consultants to assist in preparing requests for proposals for employee benefit contracts.
Analysis
This resolution authorizes the Department of Employee Relations to:

1. Negotiate premium charges and contract amendments with the 7 current providers of health maintenance organization services, pre-paid dental services, fee-for-service dental services and long-term disability insurance services for the years 2002 and 2003.

2. Pay consultants up to $30,000 from the department's Special Purpose Claims Cost Containment Account to assist in preparing requests for proposals for 4 basic health plan providers which will expire at the end of 2001.

Whereas, The following 11 City of Milwaukee employee benefit contracts expire at the end of the year:

Basic Health Plan Third Party Administration
Basic Health Plan Preferred Provider Organization
Basic Health Plan Utilization Review and Case Management
Basic Health Plan Discount Drug Card
4 Health Maintenance Organizations
Pre-Paid Dental
Fee-For-Service Dental
Long-Term Disability Insurance

; and

Whereas, The Department of Employee Relations (DER) recommends that current contracts be extended on the original terms with new rates for 2002 and 2003 for the 7 current providers of health maintenance organization services, pre-paid dental services, fee-for-service dental services and long-term disability insurance services; and

Whereas, DER has determined that extending these contracts with the current vendors will not impact on the city budget, nor will it impact on the employee share of these benefit contracts; and

Whereas, The Department of Employee Relations desires to prepare requests for proposals (RFPs) to identify potential vendors for the 4 basic health plan employee benefit services for 2002 as a cost-saving measure; a...
