Title
Substitute resolution authorizing the City of Milwaukee to request from the U.S. Department of Housing and Urban Development an exception to Community Development Block Grant and Emergency Shelter Grant conflict-of-interest regulations with respect to the Milwaukee Women's Center.
Analysis
This resolution authorizes the City of Milwaukee, acting through its Community Block Grant Administration, to apply to the U.S. Department of Housing and Urban Development for an exception to the regulations governing conflicts of interest in CDBG and Emergency Shelter Grant funding with respect to the Milwaukee's Women's Center.
Body
Whereas, The City of Milwaukee has awarded Community Development Block Grant (CDBG) funds to the Milwaukee Women's Center in the amount of $116,000 for the 2002 program year, and $84,999 in Emergency Shelter Grant funds for the 2002 program year; and
Whereas, Federal regulations governing the expenditure of CDBG and Emergency Shelter Grant funds, prohibit the use of these funds to provide a financial benefit to an immediate family member or any person in a decision-making position with respect to such funding; and
Whereas, During calendar years 2001 and 2002, the Milwaukee Women's Center has employed Janel Hines; and
Whereas, Janel Hines is currently employed as a manager at the Milwaukee Women's Center; and
Whereas, Janel Hines is the spouse of Ald. Willie Hines; and
Whereas, The Community Block Grant Administration has denied reimbursement for any contract activity by the Milwaukee Women's Center with CDBG and Emergency Shelter Grant funds as a result of the employment of an individual with immediate family ties to an alderman; and
