Recommendation of renewal with a 30-day suspension of the Class "B" Tavern and Tavern Dance License of James C. White for the premises at 1727-33 W. Atkinson Avenue ("J & J's Tap") in the 1st Ald. Dist. Written objections have been filed by the licensee. (Committee Vote: 3 Ayes; 2 Noes; Expiration Date: 6-30-99).
Recommendation of nonrenewal of the Class "B" Tavern and Cabaret License of Earl L. Benion for the premises at 3762 N. Dr. Martin Luther King, Jr. Drive ("Syrus Club") in the 6th Ald. Dist. Written objections have not been filed by the licensee.
(Committee Vote: 5 Ayes; 0 Noes; Expiration Date 6-24-99).
Recommendation of renewal with a 30-day suspension of the Class "B" Tavern and Tavern Dance License of Ralph E. Neely for the premises at 4538 W. Lisbon Avenue ("Ralph's Lounge") in the 17th Ald. Dist. Written objections have not been filed by the licensee. (Committee Vote: 3 Ayes; 2 Noes; Expiration Date: 6-30-99).
The Chair questioned whether all the members of the Common Council read the Report and Recommendations of the Utilities and Licenses Committee in these matters and any written exceptions, if filed by the licensee(s).
Ayes: 15 - Ald. Pratt, D'Amato, Henningsen, Schramm, Johnson-Odom, Frank, Richards, Butler, Scherbert, Witkowiak, Pawlinski, Breier, Nardelli, Murphy and Hines.
Excused: 2 - Ald. Gordon and President Kalwitz.
The Chair questioned whether the applicants or their counsel was present.
James C. White
Attorney for the applicant James Toran was present and wished to address the Council.
ALD. JOHNSON-ODOM moved that the Common Council do now resolve itself into a Committee of the Whole for the purpose of hearing from Attorney James Toran relative to the foregoing matter.
PROCEEDINGS OF THE COMMITTEE OF THE WHOLE
Attorney James Toran and Assistant City Attorney Bruce Schrimpf appeared and addresed the Council.
ALD. JOHNSON-ODOM moved that the Committee do now rise.
The motion prevailed.
ALD. WITKOWIAK moved to change suspension from a 30-day to a 20-day suspension.
The motion failed.
Ayes: 4 - Ald. Pratt, Henningsen, Johnson-Odom, Witkowiak.
Noes: 11 - Ald. D'Amato, Schramm, Frank, Richards, Butler, Scherbert, Pawlinski, Breier, Nardelli, Murphy and Hines.
Excused: 2 - Ald. Gordon and President Kalwitz.
ALD. NARDELLI requested separate action on the 30-day suspension.
The motion prevailed.

ALD. HINES indicated Mr. Neely would not appear and accepts the Committees ruling.
ALD. WITKOWIAK moved to approve the Committee's Report.
Ayes: 15 - Ald. Pratt, D'Amato, Henningsen, Schramm, Johnson-Odom, Frank, Richards, Butler, Scherbert, Witkowiak, Pawlinski, Breier, Nardelli, Murphy and Hines.
Noes: 0.
