Title
Substitute resolution appropriating $125,000 from the Harassment Settlement Trust Account in the Permanent Improvement Fund for Library services.
Analysis
This resolution uses the remaining $125,000 in the Harassment Settlement Trust Account. The Library will use the funds to defray the impact of the State tax limits.
Body
Whereas, The State property tax limits have forced reductions in city services; and
Whereas, Some of the service reductions would have impacted the Library unless an alternative source of funds was found; and
Whereas, Common Council Files 020125 and 020126, adopted June 25, 2002, authorized the acceptance of a $375,000 contribution from former Mayor John Norquist and his wife from the dissolution of the Citizens for Norquist campaign fund; and
Whereas, Subsequent to adoption of these resolutions, $375,000 was received and deposited in a trust account established by the Comptroller in the City's Permanent Improvement Fund and known as the “Harassment Settlement Trust Account”; and
Whereas, Common Council Files 020125 and 020126 provided that the funds shall be available for general City purposes after the Common Council provides the necessary budgetary and expenditure authority; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that $125,000 is appropriated from the Harassment Settlement Trust Account in the Permanent Improvement Fund (Fund 0622 Org 861X Prog 67XX Year 2006 Subcl R999 Account 662201) for Library services; and, be it
Further Resolved, That the Library is authorized to expend up to the amount appropriated by December 31, 2006.
