This resolution directs the Department of City Development to survey purchasers of City-owned properties after each sale to evaluate the sales process, and to report the findings to the Common Council on an annual basis.
Body
Whereas, The 2021 Budget was adopted by Common Council File Number 200001 on November 24, 2020; and
Whereas, Amendment 10 to the 2021 Budget placed a footnote in the Budget stating “The Department of City Development is directed to survey purchasers of City-owned properties after each sale to evaluate the sales process and to report the findings to the Common Council on an annual basis”; and
Whereas, The Department of City Development (DCD) is responsible for marketing and selling City-owned properties, including improved properties and vacant lots that have been acquired through the in rem tax foreclosure process; and
Whereas, In 2019, DCD sold 258 improved in rem properties for a total of $1.77 million, and also sold 23 vacant lots for new home construction; and
Whereas, By surveying purchasers of City-owned properties subsequent to sale closings, DCD would be able to gauge purchasers’ level of satisfaction with the sale process and identify areas for improvement; and
Whereas, Expanding homeownership is widely viewed as a positive goal because of the myriad benefits it offers to homeowners, neighbors, neighborhoods, and local governments; and
Whereas, Improving the sales process could increase both DCD’s pace of sales and the number of properties sold, thereby returning more properties to the tax rolls and generating more property tax revenue for the City; now, therefore be it
