Analysis
This resolution reallocates $700,000 of the first tranche of American Rescue Plan Act (ARPA) funding from speed limit reduction signage to the High Impact Paving Program.

Body
Whereas, On September 21, 2021, the Common Council adopted Resolution File Number 210745, relating to the allocation of $6 million in first-tranche American Rescue Plan Act (ARPA) funds to the Department of Public Works - Infrastructure and the Police Department for community-supported traffic safety improvements along the pedestrian high injury network at various locations across the city; and

Whereas, An analysis by the Legislative Reference Bureau attached to File Number 210745 (Sub. 1) specifies that $1.2 million of that funding shall be dedicated to Speed Limit Reduction; and

Whereas, On January 17, 2023, the Common Council adopted Resolution File Number 221210 implementing the footnote contained in amendment 39A to the 2023 Adopted Budget by requesting the ARPA Task Force to consider reallocating $1 million of ARPA funding to the Department of Public Works - Infrastructure Services Division’s High Impact Paving Program; and

Whereas, On February 7, 2023, the Common Council adopted Resolution File Number 221396, reallocating $500,000 from the first tranche of ARPA funding from the Speed Limit Reduction signage program to traffic calming installations; and

Whereas, After reallocating $500,000 from the first-tranche ARPA funding of $1.2 million in a Speed Limit Reduction signage program, $700,000 remains unexpended and without a defined plan for expenditure; now, therefore, be it
