Title
Substitute resolution authorizing the acceptance of a bequest to the Milwaukee Police Department on behalf of the Jack Randa Trust.
Analysis
This resolution authorizes the Police Department to accept a bequest of $24,636.60 from the Jack Randa Trust for the purpose of paying unreimbursed medical expenses for members of the Milwaukee Police Department with financial hardship. Jack Randa was a 35-year veteran of the Milwaukee Police and was considered one the Department’s best detectives when he retired in 1987.
Body
Whereas, Section 304-21 of the Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received to the City; and

Whereas, John “Jack” Randa was a 35-year veteran of the Milwaukee Police and was considered one the Department’s best detectives before retiring in 1987, when his heart began to fail; and

Whereas, Jack Randa received a heart transplant in 1987, which at the time was not covered by the City’s health insurance; and

Whereas, Jack Randa survived nearly 23 years after the heart transplant before succumbing to complications from long-term post-transplant treatment on August 17, 2011; and

Whereas, Jack Randa willed $24,636.60 of his estate to the Police Department for for the purpose of paying unreimbursed medical expenses for members of the Milwaukee Police Department with financial hardship; and

Whereas, The City received Jack Randa’s bequest in the amount of $24,636.60 on August 8, 2014; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept this bequest; and, be it

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized to establish a special account within the budget for the expenditure of the contribution; and, be it
