Substitute resolution approving an Emergency Medical Services intergovernmental agreement between the City of Milwaukee and Milwaukee County effective January 1, 2026 through December 31, 2031.

Analysis
This resolution authorizes a new paramedic services agreement between the Milwaukee Fire Department and Milwaukee County for the 6-year period from January 1, 2026 to December 31, 2031, to provide paramedic services. The agreement allows the Fire Department to provide paramedic emergency medical services while assuring a uniform delivery system is in place between the City and the County. The department has been providing these services since August 25, 1977. Under the terms of the service agreement, Milwaukee County EMS System funding will be prorated to eligible municipalities based on the previous year’s advanced life support volume and the US Census Bureau Data for population and land area. In 2026, the City will generate $1,150,047.36. Funding for years 2027-2031 are expected to be comparable.

Whereas, The City of Milwaukee and County of Milwaukee entered into an agreement for paramedic services on August 25, 1977; and

Whereas, The parties most recently entered into an agreement for a term of 60 months, from January 1, 2021 to December 31, 2025; and

Whereas, Both parties wish enter a new agreement for a term of 6 years, from January 1, 2026 through December 31, 2031; and

Whereas, Amendment #5 to the previous agreement approved with file 250408, regarding County Opioid Settlement funding, will not be executed and instead be included as an Exhibit to this agreement; now, therefore, be it
