Title
Resolution relative to review of  Milwaukee Water Works Rates.
Analysis
This resolution grants authority to the proper City officials to apply to the Public Service Commission of Wisconsin for an increase in water rates.
Body
Whereas, The Milwaukee Water Works last rate adjustment was in September 1999, and was cited by the Public Service Commission as providing a return on municipal equity that is below the current cost of municipal capital. The Utility however, desired to mitigate the rate increase and voluntarily requested an adjustment that was sufficient to meet its needs only in the test year; and
 
Whereas, An adequate cash flow is essential to allow the Water Works to properly operate, maintain and repair its extensive infrastructure; and
 
Whereas, Although a simplified rate case providing a cost of living adjustment has recently been granted by the Public Service Commission, a comprehensive rate review is required to establish appropriate rates based upon the cost of service; and
 
Whereas, Rates to the recently added suburban wholesale accounts will be reviewed by the PSC for the first time, and peak demand and fire protection factors will be established; now therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Superintendent of the Milwaukee Water Works is authorized to prepare an application for a water rate adjustment and present this application to the Public Service Commission of Wisconsin for review and audit; and be it
 
Further Resolved, That any revised water rates granted by the Public Service Commission be submitted to the Common Council for approval prior to implementation.
