Analysis
This ordinance allows portable sandwich board and 2-sided freestanding signs to be placed in the public sidewalk area.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 115-32-1-o of the code is created to read:
115-32. Obstructions on Public Ways.

o. Portable sandwich board and 2-sided freestanding signs as provided by
s. 244-20.
Part 2. Section 244-2-1-c-4 of the code is created to read:
244-2. Permits.
1. PERMIT REQUIRED.
c-4. Portable sandwich board and 2-sided freestanding signs within the public sidewalk area as regulated under s. 244-20.
Part 3. Section 244-20 of the code is created to read:
244-20. Portable Sandwich Board and 2-Sided Freestanding Signs.
1. DEFINITIONS. In this section:
a. "Sandwich board sign" means 2 rigid boards, connected at the top to form an A-frame, which shall be structurally stable under all reasonable wind and weather conditions.
b. A "2-sided freestanding sign" means a single board, held vertically and supported at the bottom, which shall be structurally stable under all reasonable wind and weather conditions.
2. WHERE PERMITTED.
a. One portable sandwich board or 2-sided freestanding sign is allowed in the public sidewalk area adjacent to a property or business. No additional signage is allowed in the public sidewalk area except where permitted by s. 115-32. The sandwich board or 2-sided freestanding sign shall not obstruct the clear pedestrian walking path. A minimum of 5 feet of clear walk area shall be provided adjacent to the sign, and the sign shall be at least 5 feet from a pedestrian ramp. The sandwich board or 2-sided freestanding sign shall not obstruct any driveway or obstruct the sight lines of motorists entering or exiting a driveway.
