Analysis
This resolution will result in the sale of vacant, tax-deed lots.
Body
Whereas, Said lots are located in the City of Milwaukee's Atkinson Targeted Investment Neighborhood ("Atkinson TIN") and the Neighborhood Improvement Development Corporation ("NIDC") desires to purchase said lots for new residential construction; and

Whereas, The lots at 2710 and 2730 West Glendale Avenue and 4619-21 North 27th Street are City-owned and the vacant lot located at 2702 West Glendale Avenue is currently privately owned but in the process of tax foreclosure and scheduled for judgment before the end of the year; and

Whereas, The NIDC has offered to purchase said lots for $1.00 each to build owner-occupied housing; and

Whereas, The Department of City Development ("DCD") recommends sale of said lots in an "as is" condition without representations or warranties including but not limited to soil quality and subsurface condition; and

Whereas, The DCD recommends closure of the transaction contingent upon submittal, review and approval of site and building plans; and

Whereas, The City Plan Commission has determined said lots are surplus to municipal needs; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that said lots are declared surplus, that the Offer to Purchase from NIDC is accepted, that the proper City officials are authorized and directed to perform such acts as necessary to carry out the intent of this resolution, and that the proceeds from the sale be credited to the Reser...
