Substitute resolution authorizing the proper City officials to accept an offer to purchase the abandoned Union Pacific Railroad Company property between South 6th Street and East Washington Street for a bicycle trail.
Analysis
The City of Milwaukee previously obtained a Congestion Mitigation and Air Quality (CMAQ) grant to fund the acquisition of land and construction of an off-road bicycle trail over the abandoned railroad corridor between South 6th Street and East Washington Street. A negotiated purchase price for the land has been agreed upon. This resolution authorizes the proper City officials to accept the offer and undertake the necessary process to finalize the land sale.

Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 000019 on May 19, 2001 which authorized and directed the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation (WISDOT) for the development of a bicycle trail along the abandoned Union Pacific Railroad Company (UP) property between South 6th Street and East Washington Street using Congestion Mitigation and Air Quality (CMAQ) funds; and

Whereas, The City has negotiated an acceptable purchase price of $1,025,000 for the land, which includes $300,000 to remove five billboards within the corridor; and

Whereas, The WISDOT has authorized the City to expend funds for right-of-way acquisition for this project; and

Whereas, The UP has also agreed to donate to the City six railroad bridges within the corridor; and

Whereas, A portion of the UP land is required for the South Chase Avenue bridge replacement project over the Kinnickinnic River; now, therefore, be it
