Analysis
This ordinance recreates the safety commission as a body consisting of 3 members appointed by the mayor and 15 members appointed by common council members (one per district). This ordinance further provides for up to 10 advisors to the safety commission, support staff housed in the police department, bylaw creation power, and a highway safety coordinator appointed by the mayor.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 312-23-1 and 2 of the code is repealed.
Part 2. Section 312-23-3 and 4 of the code is renumbered 312-23-1 and 2.
Part 3. Section 320-27-1 of the code is repealed and recreated to read:
320-27. Safety >> and Civic<< Commission.
1. CREATION. There is created a safety >>and civic<< commission comprised of the following, all of whom shall live in the city and shall not be city employees:
a. >>Three<< members appointed by the mayor, subject to confirmation by the common council. These members shall be appointed to a three-year term.
b. Fifteen members>>, one<< appointed by the alderman or alderwoman of each aldermanic district, subject to confirmation by the common council. Initially, members from [[odd-numbered]] districts >>1 through 3<< shall be appointed to a [[one]] >>three<<-year term; members from [[even-number]] districts >>4 through 9<< shall be appointed to a two-year term >>; and members from districts 10 through 15 shall be appointed to a one-year term<<. Subsequent appointments and reappointments shall be for three-year terms.
