Minutes note: BY ALD. GORDON--- by recommending approval of said motion. THE CLERK swore in the Court Reporter. NONRENEWAL OF THE ROOMING HOUSE LICENSE OF MICHAEL ENGEL FOR THE PREMISES AT 947 N. 19TH STREET. THE CHAIR questioned whether all members of the Common Council present at the meeting had read the report and recommendation of the Utilities and Licenses Committee and written exceptions, if filed, relative to the foregoing recommendations. A roll call vote showed the following results: Ayes: 16 - Ald. Pratt, D'Amato, Henningsen, Schramm, Johnson-Odom, Gordon, Frank, Richards, Butler, Scherbert, Witkowiak, Pawlinski, Breier, Nardelli, Murphy, Hines and President Kalwitz. Noes: 0. Excused: 1 - Ald. Gordon. THE CHAIR questioned whether Michael Engel ---or his counsel was present. ALD. WITKOWIAK moved that the Common Council do now reslolve itself into a Committee of the Whole for the purpose of hearing from the applicant's attorney and Assistant City Attorney. PROCEEDINGS OF THE COMMITTEE OF THE WHOLE Attorney Mark Lipscome and Assistant City Attorney Bruce Schrimpf appeared relative to the foregoing matter. ALD. SCHRAMM moved that the Committee do now rise. The motion prevailed. ALD. WITKOWIAK moved to revoke the license of Michael Engel. The motion prevailed by the following vote: Ayes: 14 - Ald. Pratt, D'Amato, Henningsen, Schramm, Johnson-Odom, Frank, Richards, Butler, Scherbert, Witkowiak, Breier, Nardelli, Murphy and Hines. Noe: 1 - Excused: 2 - Pawlinski and Gordon.

Substitute motion to approve the recommendation of the Utilities and Licenses Committee relative to revocation of the rooming house license issued to Michael Engel for the premises located at 947 N. 19th Street, in the 4th Aldermanic District.
ANLS:
This substitute motion revokes rooming house license of Michael Engel for the premises located at 947 N. 19th Street, in the 4th Aldermanic District.
BODY:
Whereas, The Utilities and Licenses Committee held an evidentiary hearing on July 24, 1997, for the revocation of the rooming house license for Michael Engel, for the premises located at 947 N. 19th Street; and
 
Whereas, The Committee found that the licensed premises is operated in a disorderly manner and constitutes a public nuisance contrary to the public welfare and a substantial and adverse threat to the health, safety, convenience and prosperity of the immediate neighborhood, and that it is in the best interest of the community that the rooming house license of Michael Engel for the premises located at 947 N. 19th Street be revoked; and
 
Whereas, The Utilities and Licenses Committee, after hearing all of the testimony of the Department of Building Inspection, Milwaukee Police Department, Milwaukee Fire Department and the neighborhood voted unanimously (5 ayes, 0 noes) to recommend revocation of said license; now, therefore, be it
 
Resolved, That the Common Council of the City of Milwaukee, hereby accepts the recommendation of the Utilities and Licenses Committee to revoke the rooming house license of Michael Engel for the premises located at 947 N. 19th Street based upon being a public nuisance and a detriment to the health, safety and welfare of the neighborhood.
