Substitute resolution relative to application, acceptance and funding of the Municipal Health Services Program.

Analysis
This substitute resolution authorizes the Health Department to apply for, accept and fund a Municipal Health Services Grant Program from the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services in the amount of $3,500,000. The program grants waivers to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare.

BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services to allow City of Milwaukee Medicare recipients to be eligible for services not normally covered by Medicare; and

Whereas, The operation of this grant program from 01/01/06 to 12/31/06 would cost $3,500,000 provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the Center for Medicare and Medicaid Services, U.S. Department of Health and Human Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent of the 2006 Special Revenue Accounts-Grant and Aid Projects fund, the following amounts for the program titled Municipal Health Services Program:
