Analysis
This resolution approves a memorandum of understanding between the City of Milwaukee and the Medical College of Wisconsin (MCW) relating to an analysis of heroin and other opiate-related overdoses in Milwaukee County.
Body
Whereas, Since 2005, Milwaukee County has seen a 495% increase in heroin-related deaths; and

Whereas, As of August 2015, heroin represented nearly half of all drug-related deaths in Milwaukee County; and

Whereas, Naloxone, an opioid reversal agent, is readily available in the community; and

Whereas, The estimates of how often Naloxone is utilized are not being tracked, and it is unclear if these cases are entering the healthcare system to address the underlying causes of the overdose; and

Whereas, The Department of Emergency Medicine of the MCW, the City, and the Milwaukee County Medical Examiner have proposed a project to study the heroin and opiate epidemic in southeastern Wisconsin; and

Whereas, The attached Memorandum of Understanding between the City of Milwaukee and the Medical College of Wisconsin details the community-based, data-driven project; and

Whereas, The goal of this project is to use data to drive targeted policies that will have a measureable impact in the community; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves a Memorandum of Understanding between the City of Milwaukee and the Medical College of Wisconsin relating to an analysis of heroin and other opiate-related overdoses in Milwaukee County, a copy of which is attached to this file; and, be it

Further Resolved, That the City shall provide $25,000 in 2016 toward this partnership as directed i...
