Analysis
Under s. 119.61(4)(d), Wis. Stats., this ordinance creates a committee to review proposals for eligible school buildings identified as available for sale to education operators. This committee shall be responsible for recommending the most suitable buyer from among those offering proposals for a particular school building and submitting a report of its recommendations to the common council.
The committee shall be composed of the chair of the zoning, neighborhoods and development committee or a designee; the city comptroller or a designee; the commissioner of city development or a designee; one citizen member appointed by the mayor; two citizen members appointed by the common council president; and a representative of the Milwaukee Public Schools appointed by the superintendent of the Milwaukee Public Schools.
The chair of the zoning, neighborhoods and development committee or his or her designee shall serve as chair of the committee.
The citizen members serve 3-year terms.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 320-51 of the code is created to read:
320-51. School Building Proposal Review Committee.
1. ESTABLISHMENT. Under s. 119.61(4)(d), Wis. Stats., there is created a school building proposal review committee to review proposals for eligible school buildings identified as available for sale to education operators.
2. COMPOSITION. a. The school building proposal review committee shall be composed of the following 7 members:
a-1. The chair of the common council’s zoning, neighborhoods and development committee or a designee.
a-2. The city comptroller or a designee.
a-3. The commissioner of the department of city development or a designee.
