Title
Substitute resolution establishing the 2024 Equivalent Residential Unit and 2024 Equivalent Residential Unit Rate used in calculation of the Storm Water Management Charge.
Analysis
This resolution establishes the 2024 Equivalent Residential Unit as 1,610 square feet and the 2024 Equivalent Residential Unit Rate as $24.60 per quarter. Based on these values, the Storm Water Management Charge for 2024 is as follows:
Dwelling containing one to 4 dwelling units, including condominiums: $24.60 per quarter
Nonresidential developed property or vacant, improved property: (impervious area of property (sq.ft.)/1,610 sq. ft.) X $24.60 (per quarter)
Body
Whereas, Section 309-54 of the Milwaukee Code of Ordinances establishes a Storm Water Management Charge to be imposed on all developed property and all vacant, improved property in the city; and
Whereas, Section 309-54 requires the Common Council to adopt, on an annual basis, a resolution establishing the “Equivalent Residential Unit” or “ERU” (citywide average impervious area of residential developed property) and the “Equivalent Residential Unit Rate” or “ERU Rate” (fee charged on each Equivalent Residential Unit) used in the calculation of the Storm Water Management Charge; and
Whereas, Section 309-54 provides that the Storm Water Management Charge for each dwelling on a residential developed property (building containing one to 4 dwelling units) shall be the ERU rate, while the Storm Water Management Charge for a nonresidential developed property or a vacant improved property shall be computed based on the total impervious area of the property divided by the ERU multiplied by the ERU rate; now, therefore, be it
