Resolution authorizing the Commissioner of Public Works to issue a Request for Proposals and award a contract for professional services for electric power reliability study for the Milwaukee Water Works.

Analysis
This resolution authorizes the issuance of a Request for Proposal and execution of a contract for professional services to perform a study of the reliability of electric power service and a feasibility study for the provision of backup electrical power for all major treatment and distribution pumping facilities. The contract will be awarded to the proposer that best meets the needs of the Water Works as specified and determined by the Commissioner of Public Works.

Whereas, Milwaukee Water Works relies entirely on We Energies for the provision of electrical power to operate treatment and distribution facilities and does not have backup power capability; and

Whereas, Milwaukee Water Works would be unable to treat or deliver water to any customers in the event of a regional power failure, and may be unable to treat or deliver water to some customers in the event of a localized power failure, thereby compromising public health and safety; and

Whereas, An evaluation of the potential for a regional power failure in the Milwaukee Water Works service area, its impact on Milwaukee Water Works facilities and our ability to serve our customers, and a cost-benefit analysis of these system improvements and modifications to avoid negative consequences would allow Milwaukee Water Works to define immediate and long term strategies for electric power reliability; now, therefore, be it
