Resolution authorizing the issuance of a permit to Michels Pipeline Construction, Inc. allowing occupancy of North 31st Street from West Capitol Drive for a distance of approximately 250 feet north.
Analysis
This resolution authorizes City officials to issue an occupancy permit to Michels Pipeline Construction allowing the company to close a section of North 31st Street north of West Capitol Drive. Michels is constructing a sewer shaft in North 31st Street under a contract with the Milwaukee Metropolitan Sewerage District. The location of the shaft is approximately 225 feet north of West Capitol Drive. Given the type of equipment that will be needed to complete the work, it has been determined that traffic should not be allowed in the immediate vicinity of the construction site. Therefore, Michels has requested permission to close North 31st Street for a period of just over 2 months. It is expected that the street would be reopened in mid September.

Whereas, Michels Pipeline Construction, Inc., under contract to the Milwaukee Metropolitan Sewerage District, is making various sewer improvements in the vicinity of North 31st Street and West Capitol Drive; and

Whereas, One of the improvements is a new, vertical sewer shaft to be located in North 31st Street approximately 225 feet north of West Capitol Drive; and

Whereas, Construction of this new sewer shaft involves use of heavy, large scale equipment that could cause a potential hazard if operated near moving traffic; and

Whereas, It would protect public safety and expedite completion of the sewer work if North 31st Street could be closed in proximity to the sewer shaft location; and

Whereas, Michels has contacted representatives of the three properties that would be directly impacted by the temporary street closure; and
