Substitute resolution authorizing and directing the City Engineer to undertake a study to evaluate traffic conditions and circulation patterns on the eastside of the City of Milwaukee in the 3rd Aldermanic District.

- Analysis -

This resolution authorizes and directs the City Engineer to undertake a traffic study related to the conversion of North Farwell Avenue from a one-way to a two-way operation. This conversion has been requested by the local Alderman on behalf of the East North Avenue Business Improvement District and the Businesses along North Farwell Avenue. This study is to be undertaken primarily by City forces, however, the City Engineer is authorized to supplement City staff as needed. This resolution authorizes the expenditure of capital funds not to exceed $20,000 for said supplemental services. Said study is to be completed by October 1, 2000.

BODY:
Whereas, The East North Avenue Business Improvement District and many of the local businesses along North Farwell Avenue have requested that North Farwell Avenue be converted from one-way traffic operation to two-way traffic operation; and

Whereas, The local Alderman is willing to support the requested action providing said conversion is in the best interest of the B.I.D., abutting owners and the general public; and

Whereas, It will be necessary to conduct a detailed traffic analysis to determine the effect of the conversion on the localized roadway system and what changes in traffic control and geometrics may be necessary to facilitate changed traffic patterns; and

Whereas, It would be prudent to also study the impacts of a conversion of North Prospect Avenue from one-way to two-way operation; and
