Resolution relating to an Intergovernmental Cooperation Agreement between the City of Milwaukee Health Department and Milwaukee Public Schools regarding pupil immunization records.

Analysis
This resolution authorizes the City of Milwaukee Health Department to access Milwaukee Public Schools’ (MPS) pupil immunization records for the purposes of accessing and reconciling those records through use of the state’s Department of Health Services (DHS) Wisconsin Immunization Registry (WIR). The WIR is a statewide online database that tracks vaccine records for children and adults. Allowing the Milwaukee Health Department (MHD) to access the pupil records will increase the accuracy of records both in WIR and records held by MPS. The accuracy of this information will mitigate the number of letters to parents indicating they are noncompliant with their child(ren) being immunized.

Body
Whereas, Milwaukee Public Schools (MPS) maintains educational and physical health records, including immunization records as defined within Wis. Stat. Chapter 118.125, which are subject to the Family Educational Rights and Privacy Act (FERPA) and the Wisconsin Pupil Records Law; and

Whereas, the Milwaukee Health Department (MHD) will benefit from access to MPS’s records regarding pupil immunization records for the purposes of reconciling immunization records and increasing the access and uptake of lifesaving childhood vaccines; and

Whereas, the Agreement attached to this resolution shall outline MHD’s responsibility to maintain MPS’s pupil immunization records and other physical health records confidential from unauthorized personnel, as required by federal and state laws and regulations; now, therefore be it

Resolved, that the Health Commissioner is hereby authorized to execute an Intergovernmental Cooperation Agreement substantially similar to the agreement attached to this file.
