Analysis
This resolution approves an Intergovernmental Cooperation Agreement between the City of Milwaukee and the City of Chicago relating to the provision of Milwaukee Police Department law enforcement services at the North Atlantic Treaty Organization summit to be held in Chicago on May 20 and 21, 2012. It also authorizes the Chief of Police to enter into this Intergovernmental Cooperation Agreement on behalf of the City.

Whereas, On May 20 and 21, 2012, the City of Chicago, Illinois, will be hosting a North Atlantic Treaty Organization (“NATO”) summit; and
Whereas, According to the Chicago 2012 NATO Summit website, the event is expected to bring nearly 10,000 people to Chicago, including more than 7,000 delegates and staff, along with about 2,000 international journalists; and
Whereas, The City of Chicago is in need of procuring additional law enforcement services to provide the public safety and security measures required for an event of the size and unique nature of the 2012 NATO Summit, and has requested the participation of the Milwaukee Police Department (“MPD”) in providing these services; and
Whereas, The City of Milwaukee, through MPD, wishes to provide law enforcement services to the Chicago 2012 NATO Summit pursuant to the police powers and law enforcement authority granted under the laws of the State of Wisconsin and City of Milwaukee; and
Whereas, According to the Intergovernmental Cooperation Agreement between the City of Chicago and the City of Milwaukee, a copy of which is attached to and made a part of this file, MPD personnel may not and will not act with some or all of the arrest or oth...
