Whereas, Wisconsin statute requires on-duty, officer-involved shootings to be investigated by an outside agency; and
Whereas, Officers involved in on-duty homicides are generally placed on paid suspension while under investigation; and
Whereas, Paid suspension continues when the officer has been charged with a serious felony; and
Whereas, The training and station of police officers not only elevate their status in society, but implicate a model form of conduct; and
Whereas, Police officers are public servants charged with serving and protecting the members of the community; and
Whereas, Officers have been known to be involved in off-duty shootings and homicides; and
Whereas, Whether a police officer is on-duty or off-duty, a law enforcement officer must abide by the laws he or she is charged with enforcing; and
Whereas, Off-duty officer-involved shootings and homicides should be investigated by an outside agency the same as if the officer had been on-duty during the incident; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Board of Fire and Police Commissioners is urged to adopt a policy under which any homicide involving an on- or off-duty police officer requires investigation by the Fire and Police Commission.
