Title
Substitute resolution appropriating $50,000 from the 2002 Common Council Contingent Fund to cover a shortfall related to Disadvantaged Business Enterprise certification and re-certification fees.
Analysis
Common Council File Number 011505 reduces the fee which Disadvantaged Business Enterprises must pay for certification or re-certification to the City's Disadvantaged Business Enterprise program from its current "sliding scale" rate to a flat $50. This resolution appropriates $50,000 from the 2002 Common Council Contingent Fund to cover an anticipated shortfall in the 2002 budget of the Equal Opportunity Enterprise Program resulting from this reduction.
Body
Whereas, The Common Council, on November 10, 2000, enacted Common Council File Number 000974 which, among its provisions, established a "sliding-scale" fee for businesses wishing to be certified as eligible for participation in the City's Disadvantaged Business Enterprise (DBE) program; and
Whereas, Common Council File Number 011505, an ordinance relating to a Disadvantaged Business Enterprise certification or re-certification fee, reduces the 3-year certification fee to a flat $50 per DBE certified; and
Whereas, The Common Council must take steps to remediate the effects of this measure on the budget of the Department of Administration - Equal Economic Opportunity Division; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that an amount not to exceed $50,000 be transferred from the 2002 Common Council Contingent Fund (0001-9990-0001-C001-006300-2002) to the City of Milwaukee Disadvantaged Business Program (0001-1513-R156-006300); and, be it
Further Resolved, That the Comptroller is authorized and directed to establish all funds and necessary accounting procedures to fulfil the intent of this resolution.
