Title
Motion urging Mayor John O. Norquist to resign.

Analysis
This motion urges Mayor John O. Norquist to resign from office immediately as the result of his conduct with Ms. Marilyn Figueroa and the financial jeopardy into which this conduct placed the City.

Body
Whereas, Mayor John O. Norquist has acknowledged having an extramarital affair with a former member of his staff, Ms. Marilyn Figueroa; and

Whereas, Although Mayor Norquist has insisted this affair was consensual, Ms. Figueroa has claimed the relationship was coerced and constituted a pattern of sexual harassment on the part of the Mayor; and

Whereas, Ms. Figueroa has since brought a pair of claims against the City of Milwaukee alleging both sexual harassment and the violation of her civil rights; and

Whereas, Recent reports have indicated the 2 sides are approaching an agreement; and

Whereas, However this matter is ultimately resolved, the behavior of Mayor John O. Norquist has been wholly inappropriate and beneath the dignity of his office and has brought contempt not only on himself but the entire City of Milwaukee; and

Whereas, The behavior of Mayor John O. Norquist has exposed the City to significant financial risks that would never be tolerated in the Chief Executive Officer of a private corporation; now, therefore

The Common Council of the City of Milwaukee strongly urges Mayor John O. Norquist to resign immediately.
