Substitute resolution authorizing the Department of Employee Relations to issue a request for proposal for a benefits communication tool for City employees.

Analysis
This resolution authorizes the Department of Employee Relations to issue a request for proposal for a benefits communication tool for City of Milwaukee employees. Following the request for proposal process, the Department of Employee Relations will provide the Finance and Personnel Committee with a recommendation for a vendor partner for this service.

Body
Whereas, The Department of Employee Relations continuously looks for new ways to educate employees on current benefit programs and services and how the programs work; and

Whereas, The City of Milwaukee’s workforce preferences for communication and receiving information has changed over the years with an increasing appetite for digital technology; and

Whereas, The Department of Employee Relations recognizes the need to continually review current communication practices and improve methods to reach employees; and

Whereas, A multi-pronged approach to communicate employee benefit information includes best practice recommendations such as providing mobile device friendly customized videos with dynamic content to help employees understand the benefits available to them along with the nuances of each program; and

Whereas, The videos will supplement information presented in more traditional printed formats like the City of Milwaukee’s employee benefits guide, the wellness resource guide and the employee handbook; and

Whereas, It is in the City’s best interest to conduct a request for proposal process to select a vendor to provide the new video based benefits communication service; and

Whereas, The Department of Employee Relations will retain the services of Gallagher Benefits Services, Inc. the City’s benefits consultant, to lead the request for proposal process;...
