Minutes note: Appeared Ald. Spiker Alderman Spiker reported receiving many constituent complaints, especially from seniors and residents with limited mobility, about the difficulty of bagging leaves versus moving them to the curb. Appeared Jerrel Kruschke (Commissioner of Public Work) Commissioner of Public Works Joe Kruschke said he supports speaking with alders about major operational changes, acknowledging outreach occurred to only a few alders (not all). DPW to report back after the fall leaf season on participation and effectiveness of bagging vs curbside leaf collection. DPW to improve advance communication with alders before implementing major operational changes.

Title

Substitute resolution relating to the collection of leaves raked by residents to the curb.

Analysis

This resolution directs the Department of Public Works to collect unbagged leaves raked into the street by residents during the normal leaf collection period. It also requires that changes to the City’s leaf collection policies be communicated to the Common Council before any announcement is made to the public.

Body

Whereas, It has been the Department of Public Works’ longstanding practice to collect fallen leaves that residents rake into the street; and

 

Whereas, Many residents rely upon the City’s leaf collection service to save the time and physical effort of having to bag and store hundreds of pounds of leaves; and

 

Whereas, Specialized leaf-collection equipment facilitates the collection and removal of fallen leaves more quickly and efficiently than manually loading bagged leaves; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that any permanent changes to the Department of Public Works’ leaf collection policies shall be communicated to the Common Council prior to any public announcement or statement.
