Analysis
This substitute resolution appropriates $10,000 from the Economic Development special purpose account for funding for the Wisconsin Minority Business Opportunity Center, Inc. a segment of the Wisconsin Business Resource Center, Inc. The funding is for continued technical development and maintenance for improvements to the database and website for use by minority and emerging business enterprises.

Whereas, The Wisconsin Business Resource Center, Inc was founded in 1999 to increase contracting opportunities for Minority Business Enterprises (MBE) and Emerging Business Enterprises (EBE) in the public and private sectors through Wisconsin Minority Business Opportunity Center, Inc. which utilizes an internet database that matches public or private contracts with MBE and EBE contractors; and

Whereas, The Wisconsin Minority Business Opportunity Center has succeeded in surpassing pre-established goals set by the U.S. Department of Commerce for the number of opportunities disseminated, the dollar value of opportunities disseminated, contracts awards facilitated and financial transactions facilitated for 2003 and 2004; and

Whereas, Funding to Wisconsin Minority Business Opportunity Center will be used to enhance the database capability to monitor which contracts are awarded to certified minority and emerging businesses, and also expand the reporting capabilities of the database system for increased administrative review and analysis; now, therefore, be it
