Title
Substitute resolution relating to funding for an Outplacement Services Program.
Analysis
This resolution authorizes release of $150,000 in the Department of Administration Operating Expenditures Account, previously intended for a Civil Service and Human Resource Reform Project, and redirects and appropriates the funding for an Outplacement Services Program for City of Milwaukee employees laid off in the 2004 Budget.
Body
Whereas, The City of Milwaukee anticipates extreme financial pressures in 2004, including double digit health care cost increases and an anticipated reduction in its state shared revenue payment, as well as escalating 2003 police overtime costs; and

Whereas, These pressures may necessitate a reduction in the size of the City's workforce in 2004; and

Whereas, Despite undertaking proactive efforts such as a hiring freeze and internal re-employment efforts to minimize lay-off of city employees, lay-offs may still be necessary; and

Whereas, The City recognizes and values the contributions of these individuals to city services; and

Whereas, The City would like to assist these individuals in their pursuit of other employment through an Outplacement Services Program similar to what has been provided in challenging budgetary situations in the past; and

Whereas, Funding for this purpose was not designated in the 2003 Budget; and

Whereas, The Department of Administration has $150,000 in its Operating Expenditures account, previously designated for a Civil Service and Human Resource Reform Project; and

Whereas, Common Council File Number 021296, adopted December 20, 2002, suspended the expenditure of this funding, pending Common Council approval of the Scope of Services to be requested in the RFP; and

Whereas, It has been determined that an Outplacement Services Program is a more prudent use for these funds at this time; now, therefo...
