Substitute resolution authorizing the City Attorney to intervene in We Energies’ requests to construct new natural-gas power plants (PSC Dockets 6630-CE-316 and 6630-CE-317)
Analysis
This resolution authorizes the City Attorney to intervene in We Energies’ requests to construct new natural-gas power plants (PSC Dockets 6630-CE-316 and 6630-CE-317) consistent with the City of Milwaukee’s adopted Climate and Equity Plan.
Body
Whereas, Wisconsin Electric Power Company (WEPCO, doing business as We Energies) have filed applications to the Wisconsin Public Service Commission to construct natural gas power plants, including a new 128 megawatt system in the Town of Paris, Wisconsin, a 1,100 megawatt system in Oak Creek, and other related infrastructure; and
Whereas, construction for these plants and related infrastructure could require more than $2 billion of investment; and
Whereas, these projects will have major effects on future electric rates, greenhouse gas emissions, and grid reliability; and
Whereas, The City is a major consumer of electricity, gas, and steam from We Energies; and
Whereas, The City of Milwaukee has an interest in clean, reliable, and affordable energy for its operations and for the community at large; and
Whereas, the City of Milwaukee’s Climate and Equity Plan says the City will take positions that accelerate the transition to renewable energy and retirement of coal-fired power plants. Advocacy will include the submission of public comments and/or intervention in relevant dockets before the Public Service Commission; now therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the City Attorney is authorized to intervene on the City’s behalf in We Energies’ requests to construct new natural-gas power plants (PSC Dockets 6630-CE-316 and 6630-CE-317) and to protect the City’s interests in those proceedings.
